In brief
The Riverside County Superior Court hears family law cases at four courthouses, assigned by the zip code of the parties: the Riverside Family Law Courthouse for the western cities, the Menifee Justice Center for the mid-county, the Larson Justice Center in Indio for the desert, and the Blythe courthouse for Blythe and Ripley. The assignment has been in effect since July 8, 2024.
- Family law covers ending a marriage or registered domestic partnership, identifying a child’s legal parents, custody and visitation, child and spousal support, and domestic violence1.
- Local Rule 5101 sends family filings to the courthouse set by the court’s administrative order; the filer certifies the courthouse on form RI-FL03645.
- Corona, Moreno Valley, Murrieta, Temecula, Hemet, Banning and Palm Springs have no family law filing window211.
- The first paper in a divorce is $450 under the court’s fee schedule effective January 1, 2026; domestic violence restraining orders carry no fee18.
- A new case is assigned to one judicial officer for all purposes, and the petitioner receives a notice of case assignment when the petition is filed4.
This page explains the court’s process. It is not legal advice, and this site is not a law firm.
The detail
This page is the map of the family court in Riverside County, California: which buildings hear family law, what each one does, how a case is assigned and where it goes after the first paper is filed. It is legal information, not legal advice, and nobody at this site is an attorney. Each topic below links to a page that goes into the detail.

What the family court handles
The court describes the Family Law Division as handling cases “in which people are ending a marriage or registered domestic partnership, identifying a child’s legal parents, determining custody and visitation issues, establishing or enforcing child and spousal support or dealing with domestic violence issues”1. Its self-help pages add annulment, grandparent’s visitation, adoptions and other family-related issues to that list15. Divorce is called dissolution of marriage in the court’s forms; this site uses “divorce.” Parentage (paternity) means a court order that says who a child’s legal parents are6.
Guardianship, where a person who is not a parent asks for custody of a child, is a separate kind of case14. The court’s reference guide lists guardianship case prefixes at the Riverside Historic Courthouse and in Temecula, not at the family law courthouses12.
How a case is assigned to a courthouse
Three documents decide it.
- Local Rule 5101. All documents starting or answering actions under the Family Code, including adoptions, petitions for freedom from parental control and custody, and actions involving the Department of Child Support Services (DCSS), are filed at the court facility designated in the administrative order4.
- The administrative order. Presiding Judge Judith C. Clark signed it July 2, 2024, effective July 8, 2024. It lists the cities and zip codes of each region2.
- Form RI-FL036, the Declaration of Residence. It is a mandatory local form and part of the minimum paperwork for a divorce, legal separation, nullity or parentage filing. The filer certifies that the case should be heard in the Riverside, Blythe, Indio or Menifee court because the party’s primary residence is in that area56.
The court’s Where to File page adds a warning: “Where a case can be filed depends on the zip code of the parties AND the laws specific to each case type”3. It says to get legal assistance or consult the clerk’s office to determine which zip code or city to enter3. The order does not say what happens when the two parties live in different regions2.
Domestic violence restraining orders, elder abuse restraining orders and appeals are the exception: they can be filed at any court location3.
Buildings that do not take family law filings
Six other court buildings are not family law locations under the order: Corona, Moreno Valley, Banning, the Southwest Justice Center in Murrieta, Palm Springs and the Riverside Historic Courthouse211. The court’s Self-Help Information page lists public access computers at each of them, for looking up cases, calendars and forms, with Corona also having a Self-Help Center in Room #20113. Those computers are a convenience, not a filing window: a Corona resident files in Riverside2.
What happened to Murrieta, Hemet and Temecula is explained in the Menifee Justice Center article.
Sources disagree The court’s reference guide, revised July 7, 2024, lists case prefixes for family law at Riverside, Indio and Blythe and none for Menifee12. It was revised the day before the Menifee Justice Center opened and predates the order. For where to file, the order governs2; the guide still helps in reading an older case number.

Sources: the court’s four location pages78910 and the judicial assignment sheet updated 9/15/2611. The clerk’s office answers phones from 7:30 a.m. to 2:00 p.m. at all four, shorter than the counter hours, and documents put in a drop box after 4:00 p.m. are processed the next court day78910.
Other kinds of calendars sit in these buildings and elsewhere. The sheet lists adoptions and parental terminations in F502 and M20411. DCSS child support is heard in Department 55 at the Hall of Justice in Riverside, in M304 at Menifee and in Department 2J at Larson on Tuesdays11. Settlement conferences appear on the sheet in Department 55 at the Hall of Justice on Fridays, in Department 65 there for mandatory settlement conference hearings, and in Department 3S at Larson on Mondays11. See the mandatory settlement conference article.
How a case moves
The family court’s own FAQ and local rules describe the sequence. This is the path for a divorce; legal separation and nullity follow the same steps, and the court says the process is “essentially the same”6.
- Filing. The minimum forms are the summons (FL-110), the petition (FL-100), the Declaration of Residence (RI-FL036) and, if there are children, FL-1056. The first paper costs $45018. The steps and forms are in how to file for divorce in Riverside County without a lawyer and Riverside County divorce forms in order.
- Assignment. New cases are assigned to a specific judicial officer for all purposes, and the petitioner receives a notice of case assignment when the petition is filed; a copy must be served on the respondent with the petition4. A Family Law Case Management Order is also issued at filing and served with the petition4.
- Service. The court says a party cannot personally serve papers in their own case; any adult who is not a party can6. See serving divorce papers in Riverside County.
- Response. The respondent has 30 days after service to file a written response (FL-120)6. See responding to divorce papers.
- Disclosures. The declarations of disclosure are required by law within 60 days of filing, per the court’s FAQ6. See the divorce disclosure forms.
- Custody counseling, if parents disagree. Family Code section 3170 requires mediation or child custody recommending counseling (CCRC) in family law cases when separating or divorcing parents cannot agree on custody and visitation15. See Family Court Services and CCRC.
- Agreement, settlement conference or trial. If a response is filed, the court says the parties must enter into an agreement, or go to a settlement conference and then trial6. If there is no response, the petitioner can request a default judgment or complete the case by agreement6.
- Judgment. The court’s FAQ says “The soonest you can become single is 6 months and one day after service on the Respondent,” and that finalizing requires paperwork called a judgment6. See finishing a divorce in Riverside County and how long a divorce takes.
The commissioner question
Local Rule 5145 says the commissioner hears matters as a temporary judge under a stipulation between the parties, and that the stipulation is implied when the parties proceed without objection4. If a statement of non-stipulation to a commissioner is filed, the commissioner hears matters and reports findings and conclusions to the Family Law Supervising Judge for approval or rejection4. The rule also allows case status conferences when the benchmarks in the California Rules of Court have not been met, and parties who file a stipulation that they are in alternative dispute resolution or collaborative law are exempt from them4.
Fees
The Riverside County fee schedule, effective January 1, 2026, lists $450 for the first paper in a dissolution, legal separation or nullity case, $450 for the first response, and $450 for a first paper in another family law matter such as a petition to determine parental relationship18. Requests to obtain, modify or enforce a domestic violence restraining order, and the response, carry no fee18. The parentage packet tells filers who cannot pay the fee to ask the clerk for a fee waiver form5. The figures and the sources that disagree on them are on Riverside County divorce filing fees, and the waiver process is on court fee waivers in Riverside County.
Filing online, and help at the court
The court’s online document portal, eSubmit, accepts family law documents as PDFs of up to 50 MB each, 15 documents and one case per submission, for a $2.00 transaction fee on non-exempt submissions; there is no fee for domestic violence or gun violence restraining orders16. A document received through eSubmit on a court day is deemed filed that day, while in-person and drop-box filing ends at 4:00 p.m.16. The steps are in eSubmit and remote hearings in Riverside family law.
Self Help Legal Services offers free resources on family law, evictions, restraining orders and small claims through online articles, public computers and staff. The court says its staff “cannot provide legal advice” and can explain court procedures but not tell anyone what choice to make14. Locations, workshops and limits are on Riverside County family law self-help.
Filing counts by year, taken from the Judicial Council’s Court Statistics Report, are on Riverside County family law by the numbers.
When to get help
The free route comes first: Self Help Legal Services at the court, which helps people without attorneys with procedure, including which zip code and courthouse apply143. Legal aid and the Law Library are covered in free and low-cost family law help. Reasons to talk to someone before acting follow from this page: the two parties live in different regions and the order is silent on which courthouse applies23; a deadline is running, such as the 30 days to respond or the 60 days for disclosures6; or custody, support or property is disputed. For finding an attorney through official channels, see finding a family law attorney in Riverside County. If you are in immediate danger, call 911; the national domestic violence hotline is 1-800-799-723317.
